Group files war-crimes complaint against Calderon (AP)

MEXICO CITY ? Mexican activists lodged a war-crimes complaint Friday against President Felipe Calderon at the International Criminal Court, claiming his offensive against drug cartels has involved about 470 cases of human rights violations by the army or police.

Netzai Sandoval, a lawyer for the coalition behind the complaint, said Mexican drug lords have also committed crimes against humanity during the conflict, which has cost 35,000 to 40,000 lives since late 2006.

The complaint filed Friday at the court in the Netherlands also names Sinaloa cartel leader Joaquin "El Chapo" Guzman.

Calderon's administration has denied the accusations, saying it's an elected, democratic government fighting criminals and has established mechanisms to protect human rights.

On Friday, Mexico's Interior Department issued a statement saying "the public safety policy that has been implemented by no means constitutes an international crime." It said the government's actions "are aimed at stopping criminal organizations and protecting all citizens."

"The Mexican government is not at war, and there is no generalized or systematic attack against civilians, nor any government policy in that direction," the statement said.

Federer beats Tsonga to win 6th ATP finals title (AP)

LONDON ? Roger Federer held off a resilient Jo-Wilfried Tsonga on Sunday to win a record sixth ATP World Tour Finals title with a 6-3, 7-6 (6), 6-3 victory at the season-ending tournament.

Federer failed to serve out the match at 5-4 in the second set, then wasted a match point in the tiebreaker as Tsonga threatened to stage another improbable comeback against the former No. 1.

Tsonga became the first player to rally from a two-set deficit to beat Federer in a Grand Slam tournament in this year's Wimbledon quarterfinals, but the hard-serving Frenchman couldn't pull off another surprise this time.

Playing in his 100th career final, Federer broke for a 5-3 lead in the decider and served out the match to love, sealing his 70th career title with an easy volley.

S&P's lowers sovereign credit rating on Belgium

BRUSSELS (AP) ? Standard & Poor's downgraded Belgium's financial standing Friday, citing the country's government stalemate and a looming European recession.

Spurred on by the ratings agency's cut, six leading parties hurriedly resumed talks to agree on a 2012 budget to contain Belgium's high debt and deficit, two more reasons why the country has come under increasing pressure from financial markets this week.

In a sign that financial contagion is spreading across Europe, the agency cut Belgium's credit rating from AA+ to AA, a move coming two days after Germany fared surprisingly poorly at a bond auction.

Belgium has been without a permanent government for 530 days, as a series of negotiators has struggled without success to bridge the country's divide between its French and Dutch speakers.

"In our opinion, protracted political uncertainty remains a risk to its creditworthiness," the ratings agency said.

Caretaker Prime Minister Yves Leterme said "we really need strong signals now" from the six political parties trying to resolve the 2012 budget. He said the six parties needed a deal "tonight, the coming days ? but preferably before we hit the market again" Monday.

After negotiators reached a constitutional deal two month ago giving regions more autonomy, talks are now stuck over how much austerity measures and increased taxes should be part of an euro11 billion ($14.8 billion) package to keep spending within limits.

"Now the time has really come for parties to take up their responsibility and form a government with full powers," Leterme said.

In a statement, Standard & Poor's said Leterme's caretaker government "lacks a mandate to implement deeper fiscal and structural reforms."

The country's yields on long-term bonds are closing in on 6 percent ? getting closer to the 7 percent financial danger zone that has pushed other European nations into international bailouts.

"If we have to go to the markets next week to refinance our debt, the downgrading could make sure that we have to pay an even higher price," Leterme said on VTM network.

Leterme aims to get the budget deficit down to 2.8 percent of gross domestic product in 2012, but the European Union is far from convinced, forecasting a wider shortfall of 4.6 percent for the country. It is also forecasting that Belgium's debt-to-GDP ratio will break through the 100 percent barrier in 2013 without big budget reforms.

The record-long negotiations since the June 13, 2010, election have been hobbled by fundamental differences over Belgium's future. Some pundits have predicted the split of the kingdom of 6.5 million Dutch-speakers in Flanders and 4.5 million French-speakers in Wallonia.

Steve Jobs' $4.6B in Disney shares go to trust

(AP) ? Apple Inc. co-founder Steve Jobs' $4.6 billion worth of shares in The Walt Disney Co. are now in a trust run by his wife, Laurene Powell Jobs.

That's according to a securities filing made Wednesday.

Jobs acquired the 138 million shares when Disney bought his Pixar Animation Studios for $7.4 billion in 2006. With a 7.7 percent stake, Jobs' trust is Disney's largest single shareholder.

Jobs bought the fledgling computer imaging company from "Star Wars" creator George Lucas for a total investment of $10 million in 1986 and kept it going with his own money.

He later took Pixar public after the successful debut of "Toy Story" in 1995.

The creative executive behind the iPod, iPhone and iPad died last month at age 56 after battling pancreatic cancer.

The LeapFrog Tag Reading System ($39.99 list) is a halfway point between an interactive website and a physical book. The Tag Reader uses physical books with a pen-like stylus to help kids read stories, solve puzzles, and sound out words that they?re learning to read. The stylus is actually an optical pen with a built-in speaker to give your child audible feedback during reading and play sessions. It?s pretty neat, but there are a couple drawbacks to its use.

The Tag Reader stylus fits easily in a child or adult hand, and works even if you don?t hold it perfectly straight. However, there definitely is a ?more correct? way to hold it that's both more ergonomic and lets the internal sensor see what you?re pointing at more accurately. This is because the stylus body is slightly curved, and the sensor at the tip of the stylus works best when the pointed end is above the word you want to point at. Once you hold it right, the stylus responds quickly and accurately. It has obviously been playtested with kids, since the Tag Reader was able to keep up with my four-year-old son?s rapid tapping on several words in succession. Even faster than many well designed interactive websites, the Tag Reader reacted to split-second shifts from one word to another. It can read words at New York City speech speeds or the more leisurely pace of a toddler trying to read a passage for the first time. This is one of its strengths, as your child can go as fast or as slow as he wants.

The Tag Reader I reviewed came with a book with sample pages from several titles, including pages featuring Disney characters, other licensed characters like Scooby Doo, and Leapfrog?s mascot Little Leap. The sample book can give you an idea of how the system works for your child, but to get the full potential you?ll need to buy the full priced books. Books on learning to read, write, and use basic mathematics are supplemented by maps that teach geography, science, and social studies. The books are aimed at the 4-to-8-year-old crowd, including prep for kindergarten. The presentation and knowledge were interesting enough to temporarily transfix my 12-year-old daughter as well, particularly the geography pages. The Tag Reader holds 32MB of data, enough for about a dozen or so books and activities. You?ll need to connect the Tag Reader to your PC or Mac to download the audio to the stylus? internal memory via a USB cable. All of the audio is accessible online, though you won?t be able to hear the audio unless you buy the corresponding physical book. It?s an interesting take on the old handle and razor blades model, but it does work. There are over 40 titles and map sets currently available for purchase.

Are there any drawbacks aside from the need to download audio? Well, the PC and Mac conduit programs are free, but they require the use of Adobe Flash, which can be temperamental on some systems. There?s also the animation factor: When you use a learning website or software on a computer, that learning experience is likely to be embellished with sound effects and animation. You?ll get the sound effects with the Tag Reader, but you won?t get the animation. The audio is certainly more effective than simply reading a book, but it can?t compete for attention like an animated website or console game. Make sure you?re letting your child use Tag in a room away from the TV or an easily accessible computer.

The Leapfrog Tag Reading System is a well designed, well supported way for your child to learn how to read at his or her own pace. It takes the constant adult supervision out of the equation, so the child can repeat a single word or audio sequence as many times as is necessary (to him or her). This is a good thing when your child?s favorite character is based on a goofy cartoon. Or named Walter the Farting Dog.

Milton Friedman, 1998: the Bank of Japan should buy bonds for cash and keep doing so until the Japanese economy recovers:

"Reviving Japan: The surest road to a healthy economic recovery is to increase the rate of monetary growth, to shift from tight money to easier money, to a rate of monetary growth closer to that which prevailed in the golden 1980s but without again overdoing it. That would make much-needed financial and economic reforms far easier to achieve?. The Bank of Japan can buy government bonds on the open market, paying for them with either currency or deposits at the Bank of Japan, what economists call high-powered money. Most of the proceeds will end up in commercial banks, adding to their reserves and enabling them to expand their liabilities by loans and open market purchases. But whether they do so or not, the money supply will increase.

"There is no limit to the extent to which the Bank of Japan can increase the money supply if it wishes to do so. Higher monetary growth will have the same effect as always. After a year or so, the economy will expand more rapidly; output will grow, and after another delay, inflation will increase moderately?"

That is an example of Milton Friedman advocating a "target rule".

Now comes John Taylor to claim that Milton Friedman did not advocate "target rules":

"Economics One: More on Nominal GDP Targeting: [A]s Amity Shlaes argues in her recent Bloomberg piece, NGDP targeting is not the kind of policy that Milton Friedman would advocate. In Capitalism and Freedom, he argued that this type of targeting procedure is stated in terms of ?objectives that the monetary authorities do not have the clear and direct power to achieve by their own actions.? That is why he preferred instrument rules like keeping constant the growth rate of the money supply. It is also why I have preferred instrument rules, either for the money supply, or for the short term interest rate?"

First, John Taylor should not cite Amity Shlaes as an authority on Milton Friedman's thought (or on anything else, come to think about it). That is simply wrong. Shlaes is one of those most willing to sacrifice contact with reality in order to advance what she thinks are the current goals of Team Republican. Remember her 2005:

"Bush has learnt to ride the storm: [I]s President George W. Bush's foreign policy affecting the federal government's response to New Orleans? Did America react differently to Katrina because it was thinking about Iraq?? [T]he fact that the country and President Bush personally were already mobilised for disaster has saved lives?. September 11 changed Mr Bush and the country?. The level of preparedness for a giant storm may not have been obvious outside the country. But the US was prepared for Katrina. All the old and new federal offices worked together and confronted the storm early?"

Second, Milton Friedman--if he were here--would almost surely say that John Taylor's claim that the Federal Reserve "do[es] not have clear and direct power to [boost nominal GDP] by their own actions" is simply wrong. The Fed, he would say, does have the power to do so. What the Fed does not have the power to do , Milton Friedman would say, is to keep the unemployment rate at an average of 4% or real GDP growing at an average of 5%/year.

What Friedman objected to was target rules focused on real outcomes. Friedman, at least by the 1990s, definitely approved of favor of target rules focused on nominal outcomes.

Gingrich Prepares Romney Critique, Says Mandate Leads To 'Socialized Medicine'

WASHINGTON - Republican presidential candidate Newt Gingrich took a subtle shot at primary frontrunner Mitt Romney on Monday, arguing that health care mandates lead to "socialized medicine" regardless of whether they're implemented by the federal or state government.

The dig was buried on page 40 of a 48-page entitlement reform proposal that Gingrich released during a campaign event on Monday in New Hampshire.

"Individual and employer mandates are bad policy leading down the road to socialized medicine, whether the mandates are adopted at the federal level, or the state level," Gingrich wrote in that document.

Gingrich, the 67-year old former House Speaker, has reason not to trumpet criticism of a mandate too loudly. He himself advocated for such an idea in the past.

But last week, Gingrich said he had erred in favoring the idea during an interview with conservative radio talk show host Mark Levin. During the interview, Gingrich revisited his response to Romney in an Oct. 18 debate when Romney deflected a Gingrich attack on his health care plan by saying he got the idea for a mandate from Gingrich.

"If I'd been clever I would have said yes Mitt, and I was wrong and why don't you recognize that you're wrong too?" Gingrich said.

At the time, Gingrich said only that Romney's Massachusetts plan was "one more big-government, bureaucratic, high-cost system." And more importantly, Gingrich exempted Romney from the most common and harmful attack leveled by most conservatives at the health care plan Romney signed as Massachusetts governor in 2006 -- that it laid the groundwork for President Obama's national health care overhaul.

"It's not 'Obamacare.' That's not a fair charge," Gingrich said.

That exchange took place at a time when Gingrich was still considered a second-tier candidate. He has since shot to the top of the pack in recent polls and is quickly assuming the role of Romney's top rival in the quest for the Republican nomination.

Now, however, Gingrich has taken a big step toward arguing that Romney's health care law is a version of the national health care reform effort. Having performed a mea culpa and taken a strong stance against the mandate, the stage could be set for Gingrich to go after Romney more aggressively on his support for a mandate.

Gingrich's critique of the mandate came toward the end of a long treatise on the need for private accounts in Social Security and a voucher-like program in Medicare, to introduce market forces and competition into health care and entitlement programs.

Gingrich's mandate takedown bore the marks of a man who has methodically traced, step by step, the implications of a policy he once supported to make a detailed argument for why it was a mistake. Gingrich's disavowal was a seven-sentence mini-treatise:

"The intractable problem with such individual and employer mandates is this: once you have a mandate, the government has to specify exactly what coverage must be included in insurance for it to qualify. This introduces political considerations into determining these minimum standards, guaranteeing that nothing desired by the special interests will be left out. And once the government mandates such expensive insurance, the government becomes responsible for its costs. It has to adopt expensive subsidies to help people pay for the expensive plans that it is requiring. The resulting cost to the taxpayer and strain on the budget leads the government to try and control healthcare costs by limiting healthcare services. The inevitable result is rationing by a nameless, faceless, unaccountable board of government bureaucrats. This is why individual and employer mandates are bad policy leading down the road to socialized medicine, whether the mandates are adopted at the federal level, or the state level."

Romney continued to defend his support for the idea on Monday, according to a transcript of a taped interview with Fox News' Sean Hannity set to air in the evening.

"Don't forget, this health care plan was something we learned about from the Heritage Foundation, a conservative think tank," Romney said. "Even Newt Gingrich supported the idea of an individual mandate, insisting on personal responsibility."

"Now, what we did isn't perfect," Romney added. "Some parts of it worked, some didn't, some things I would change. But it's not like it's a liberal idea. It was a conservative concept."

Randall Kempner: Africa's Entrepreneurial Hot-Spot

I'm writing from the Murtala Muhammed International Airport in Lagos, Nigeria. I've just spent the last two days participating in events related to Global Entrepreneurship Week hosted by ANDE members Pan-African University-Enterprise Development Centre (EDC), Alitheia Capital, and the International Finance Corporation (IFC). ?

Now, the first thing many Westerners think of when they think of Nigeria is the spam email that offers an inheritance from deposed Nigerian royalty. Indeed, Nigeria is a world center for Internet fraud. It's gotten to the point where many credit card processing firms will not accept cards issued in the country, and airline reservation sites will not allow you to ticket flights initiating in Lagos. The chaos extends to its major streets where vendors risk life and limb to offer all sorts of edible products, kitchen appliances, and even small furniture to motorists that are stuck in colossal traffic jams.

Economically, Nigeria is blessed with major oil reserves, and a petrochemical industry drives the economy.?However, the overall business environment is considered highly inhospitable to private sector business: the World Bank ranks Nigeria 133rd out of 183 economies.?Successive military governments have been unable to turn the wealth generated by natural resources into a diverse or equitable economy. Even with all that oil, more than 50 percent of Nigerians live below the international poverty line of $2 a day. In rural areas, it's closer to 70 or 80 percent.

Despite this environment (and indeed, in part because of it), Lagos is an entrepreneurial hotspot. For years, it's been reported by Gallup that Nigerians have a proclivity to be business owners: nearly 70 percent expressed a desire to start a business. And this group came out in full force for Global Entrepreneurship Week. ?On Tuesday at the EDC, nearly 500 students participated in an event designed to explore entrepreneurial career opportunities.?On Wednesday, I was fortunate to participate in an IFC-sponsored conference on leveraging technology to support small and medium enterprise development.?The event was so overbooked that 270-plus attendees were playing musical chairs to find seats.??The interplay between business people and technologists was exactly the kind of discussion one would expect (and want) to have, with savvy business people pushing IT consultants about the true value of social networking tools to bottom-line business results.

I enjoyed the conference, but for me, the best part of the day was visiting the offices of two local entrepreneurs who have built successful firms in this difficult ecosystem.

One entrepreneur I met is Patricia Ojora, who runs PromoPrint Ventures Limited, a company that specializes in designing and manufacturing corporate and personal gifts. After practicing as a Nigerian lawyer, Patricia realized her true calling to be an entrepreneur and opened PromoPrint. ?I had a chance to visit her printing facility in the neighborhood of Ebute Metta. ?Operating out of an old house, Ojora has built the premier shirt printing business in Lagos. Starting with small orders from friends and old business contacts, she now focuses on serving major corporate clients. (If you see anyone wearing a Guinness? Beer T-shirt in Nigeria, Patricia's team likely printed it.) ?

Despite the fact that Promoprint, like most firms in Lagos, has to generate its own electricity and supply its own water, Patricia has been able to build a thriving firm. In the past year, Ojora's firm has experienced nearly 100 percent revenue growth, and she is now considering another location to support future expansion.

Patricia says she had little business experience when she started. She credits her participation in the Goldman Sachs 10,000 Women Initiative, an effort to provide 10,000 women around the world with a business and management education (EDC is the local partner), as a major factor in her success. ?

After visiting Patricia, I went to the dry cleaners. Not because I needed my clothes laundered, but to meet Adebayo Eniibukun, who runs a successful professional clothes care business in Lagos. IBK, as he is known, is passionate about clean clothes. ?Even as a child, he actively sought the opportunity to iron his father's shirts, and because his finishing was so fine, he got to the point where all of his father's friends were asking him to launder their shirts as well. ?IBK shared, with a chuckle, that ultimately his father sent him to boarding school so he would focus his time on education instead of his lucrative side career. ?

After launching a dry cleaning business with his cousin, IBK decided to build?his own firm, CleanAce, based on a vision of growing both the size and quality of the dry cleaning industry. ?As his business has expanded to nine locations in greater Lagos, IBK has increasingly focused on upgrading the professionalism of his staff and even that of his competitors. ?He's in the process of developing a new training institute for the profession and has helped dozens of other firms launch dry cleaning operations in Nigeria and beyond.

Lagos is an incredibly tough place to grow a business. The power goes out all the time, the government regulations stifle start-ups, the educational infrastructure is highly insufficient, and the traffic insane. But the entrepreneurial streak runs strong in the Nigerian people--and barriers that would paralyze a typical Western entrepreneur are not enough to stop Nigerians. Sometimes their entrepreneurial instinct and perseverance lead them to send annoying email -- but sometimes, as in the case of Patricia and IBK, it's downright inspirational.

These luxury cars have the highest theft rates

While some of the best-selling cars in the U.S. also top the most frequently stolen list each year because of their sheer numbers, another look at the statistics reveals which cars by percentage sold are the most likely to by targeted by thieves.

According to data recently released by the National Highway Traffic Safety Administration, the car most frequently stolen, based on the number of thefts per 1,000 vehicles sold during 2009, was the $92,000 Audi S8 sport/luxury sedan, with 8.81 thefts per 1,000 vehicles produced. That comes out to just two out of the 227 S8s that were sold in the U.S., so it?s hardly a widespread epidemic.

Still, NHTSA?s statistics prove the point that the flashiest cars on the road can also be the most popular ? for the wrong reasons.

The Ford Shelby Mustang GT had the next highest theft rate for 2009, with 8.61 vehicles per 1,000 stolen. Also in the top five were the sportiest variant of BMW?s midsize sedan, the M5 (7.58/1,000), retro-flavored Dodge Charger full-size sedan (6.47/1,000) and the no longer produced Honda S2000 roadster (5.60/1,000).

The remainder of the top 10 list of cars with the highest theft rates for 2009 included the midsize Mitsubishi Galant sedan (5.11/1,000), the full-size Chrysler 300 sedan (4.57/1,000), the Infiniti M luxury sedan (4.32/1,000) the Cadillac STS luxury sedan (4.28/1,000) and the Mercedes-Benz CL-Class luxury sport coupe (3.91/1,000).

By brand, the most frequently stolen cars per 1,000 sold, were Chrysler products, with the Chrysler Sebring, Sebring Convertible and PT Cruiser, and the Dodge Avenger and Dodge Caliber making the top 20 in addition to the aforementioned 300 and Charger.

General Motors came in second, with four vehicles among top 20, with the Pontiac G5 and G6 and Chevrolet Impala joining the STS.

While the Toyota Camry was the most purloined model overall in terms of sheer numbers, at 781 stolen in 2009, it ranked 50th as a percentage of sales at just 1.74 per 1,000 cars. The least-stolen model per capita in 2009 was the since-discontinued Mercury Mariner SUV, with a theft rate of 0.08 per 1,000 units, or a mere two vehicles out of 25,682 sold that year.

Fortunately, NHTSA reports that the number of auto thefts reported each year is on the decline. ?The agency believes that the theft rate reduction could be the result of several factors including the increased use of standard antitheft devices, vehicle parts marking, increased and improved prosecution efforts by law enforcement organizations and increased public awareness,? according to a NHTSA statement.

So what can you do to ensure that thieves won?t target your vehicular pride and joy? Start by correcting bad habits, such as leaving the keys in the ignition when the vehicle is unattended. Keep the windows and sunroof closed, and don?t hide a spare key where an astute crook might find it.

If you have a garage, park inside it, not merely out on the driveway, and make sure both entry doors are closed and locked at all times. If you park on the street, choose a spot close to other vehicles, turn your wheels toward the curb and engage the emergency brake to make it more difficult to be towed. Away from home, park in a well-lit or well-traveled area after dark, and avoid using long-term parking lots?take a taxi to the airport instead.

Death toll in Sydney nursing home fire climbs to 6

SYDNEY (AP) ? A 79-year-old woman has died from injuries suffered when a Sydney nursing home erupted in flames, raising the death toll to six.

At least 11 more residents of the home remain in hospitals suffering burns and smoke inhalation from Friday's fires, which authorities allege were set by a nurse who worked at the facility.

Police did not release the name of the woman who died Sunday. They also declined to comment on newspaper reports that the suspect, Roger Dean, had been questioned about an alleged theft hours before the blaze.

Dean has been charged with multiple counts of murder. He told reporters shortly after the blaze that he helped rescue residents, and one of them, Helen Perry, told The Sunday Telegraph that he led her out of the building.

Marcia G. Yerman: Dr. Robert D. Bullard: Justice for Our Children

"Who wouldn't be against the poisoning of children?"

This was the rhetorical question posed by Dr. Robert D. Bullard during a recent phone interview that I had with him. Our talk covered topics from the genesis of his career as the "Father of Environmental Justice," to the role that women and mothers have played in the struggle for the health of the planet. As Bullard stated, "Women have been the backbone of environmental justice -- and women of color have consistently been fighting for their kids."

African-American and Latinos have repeatedly found their communities targeted as prime locations for toxic facilities. I reached out to Bullard for an overview on the evolution of the Environmental Justice movement, which has served as a prism through which to examine policy based on race, environment, and waste. Bullard walked me through his work from the 1970s, when he developed the theory of Environmental Justice, to his current role as the Dean of the Barbara Jordan-Mickey Leland School of Public Affairs at Texas Southern University.

In addition to a long list of accolades, Bullard has been recognized as one of "The Century's Environmental Leaders" (Newsweek 2008). However, when he became the founding director of the Environmental Justice Resource Center (EJRC), he was a solo act with no staff. He was operating with "a phone, a fax machine, and an empty office." The subject of his early research was Houston, Texas -- particularly "Black Houston." His wife, attorney Linda McKeever Bullard, was spearheading a class action suit in 1979 against the city. It was on behalf of African-American middle-class homeowners who were opposing a proposal to place a municipal landfill in their backyards. She needed information gathering, so Bullard embarked on what he termed "detective work -- putting together a puzzle." He toiled without benefit of computer technology or database formats. His results showed that the city of Houston had a record of placing waste in African-American communities, regardless of income factors.

Dumping In Dixie: Race, Class, and Environmental Quality, Bullard's 1990 book, became a textbook primer for teaching the underpinnings of Environmental Justice. In it, Bullard illustrated how siting practices have created a full range of health problems in the African-American population as the result of incinerators, garbage dumps, hazardous waste, and chemical plants. Bullard meticulously used research based on science and facts to demonstrate that environmental waste was being located in economically poor and politically powerless neighborhoods. The same year, Bullard built a list of groups doing related advocacy initiatives, which led to the National People of Color Environmental Summit in 1991 and a Principles of Environmental Justice manifesto. His formulations on public policy branched out to the international level, when in 1999 he assisted in preparing environmental racism documents that were presented at the United Nations Human Rights Commission in Geneva.

When we spoke, Bullard expressed his concern about the current atmosphere of ongoing negativity toward the Environmental Protection Agency. He said, "When people demonize the EPA, it's totally bogus. We need a strong, independent EPA." Reflecting on what a lapse on enforcing standards could do to the public's wellbeing, Bullard remarked, "Are we trying to race to the bottom?"

On the issue of "unequal protection," Bullard emphasized the need of governmental agencies to work together so that "no community becomes a dumping zone." He was definitive in his stance, "You need a strong Federal presence," referencing how in too many circumstances, "states have done a lousy job." Drilling down on the way equity issues impact low wealth communities, Bullard noted that the same neighborhoods that experience toxic sites are also the ones lacking in supermarkets, parks and other quality of life markers. Pointing to a Toxic Waste and Race Report, Bullard observed that of 413 commercial waste facilities, 56 percent were in locations inhabited by people of color. Using the term "clustering," he pointed to hot spots in California, Texas, and New Mexico -- as well as to the urban centers of Detroit, Miami, Washington, D.C. and New York City -- that shared similar patterns of toxic release.

Bullard addressed "energy apartheid" and who gets the benefits of clean energy. By example, he defined that it is not solely a matter of who the recipients of coal-fired plants localities are, but how efforts to clean up and move away from coal dependency are conducted. Bullard pointed out the frequency with which the disposal of toxic waste has been relocated to rural areas where the African-American population was dense. In addition, he addressed the need for renewable energy to be implemented fairly, mentioning that "green" schools have been innovated, but unfailingly located in white neighborhoods.

Throughout the conversation, Bullard underscored the ethical component of the environmental equation. To deflect Congressional attacks on the EPA, Bullard advised, "We need to do a better job of educating the public." Undeterred by proposed set backs to the Clean Air Act or Obama's walk back on the September ozone standard initiative, Bullard said, "We have to keep working; there's a lot that needs to be done. We need to position our country as a leader, and put pressure on the powers that be."

In explaining how children of color were disproportionately affected by ozone, automobile and truck exhaust, coal-fired power plants -- putting them on the front line, Bullard circled back to the efforts of mothers in East Los Angeles, reiterating how they had been battling against local incinerators for decades. He also mentioned the ongoing work of Peggy Shepard, executive director and co-founder (1988) of West Harlem Environmental Action (WE ACT), New York's first organization devoted to improving environmental health in communities of color. Speaking of all youngsters, Bullard said, "If we protect children, we protect everyone. If we don't, we put everyone at risk."

His final words to me summed up why mobilizing to ensure and maintain the progress and regulations put into place by the EPA is so essential:

"Writing off an entire generation is not acceptable."

"Teens React to Twilight" could?be described as a supercut revealing the wide range of emotions teenagers?can imbue into three simple words ?"vampires and werewolves." Actually, it's the premiere of a new YouTube spin-off by the Fine Brothers, the same alleged siblings behind "Kids React," and their always hilarious "Spoilers" series.

Rapturous joy, feigned indifference and dramatic disgust?all come across loud and clear as teenagers ages 14-17 view the movie trailer for the the latest in the sparkly vampire series, "The Twilight Saga: Breaking Dawn - Part 1" and share their feelings on the blood-sucking phenomenon.

"Why is it Twilight?" moans Sam, 15 once he realizes what?he's been asked to endure.?It's a reaction shared by most of the boys, and to a lesser degree, some of the girls.

They roll their eyes, pantomime excitement or?mock the storyline in this 6-1/2-minute documentary that will make you LOL all over yourself. At the other end of the spectrum, Kennedy, 15, unabashedly declares "I can't wait!" stating she's read all of the books at least 10 times each ? though when asked, she can't say she's learned anything from them.

For all you grups worried that "Twilight" sends the wrong message to today's young ladies ? and 40-something moms ? fear not. Two teen?girls here echo horror master Stephen King's comparison?with another supernatural series?for kids, in which he said: "Harry Potter is about confronting fears, finding inner strength and doing what is right in the face of adversity. Twilight is about how important it is to have a boyfriend."

Most amusing is that a good chunk of the kids here who act irritated while watching and discussing "Twilight" also admit that they'll most likely see "Breaking Dawn" ... you know, "if my girlfriend invites me."

2013 Mustang: world's most powerful V-8?

2013 Mustang comes with 650-horsepower production V-8 engine, beating the rival Chevy Corvette ZR-1 by 12 horsepower. Top speed for 2013 Mustang: more than 200 miles per hour.?

The Detroit muscle car horsepower race escalated Tuesday when Ford Motor Co. announced that the 2013 Shelby GT500?Mustang?will have a 650-horsepower V-8 engine.

The company will unveil the GT500 and a freshened version of the regular?Mustang?on Tuesday night at the Los Angeles Auto Show. Ford says the Shelby version will have the most powerful production V-8 engine in the world, with a top speed of over 200 mph.

The 5.8-liter engine is mated with a six-speed automatic transmission. Ford wouldn't release the gas mileage but said it would be good enough to avoid the U.S. tax on gas guzzlers.

The GT500 beats the most powerful model put out by rival General Motors Co. by 12 horsepower. The Chevrolet Corvette ZR-1 is rated at 638 horsepower.

Ford also will unveil the freshened 2013?Mustang, which comes with more aggressive styling and new LED lighting to give it a high-tech look, the company said.

The Etiquette of Hand-Me-Down ElectronicsIf you read Lifehacker, you're probably interested in tech, which means that statistically speaking, you'll likely upgrade your electronics more often than most people. You probably also have people in your life that are the exact opposite, who are still holding on to the Motorola RAZR (not the Android one) and the original Amazon "snowspeeder" Kindle. Seems like your old, leftover tech might be a good match for one of these people, right? Maybe!

If you're the giver

On the surface, it's a straightforward proposition. Rather than selling my unwanted gear, I'm giving it to you, because what you're currently using is worse, and I want you to enjoy using your phone/computer/camera more. Everything makes sense logically until you account for the fact that we're humans, and we don't always think logically. Let's get in the mind of the other person for a second.

For example, I recently gave my wife my old iPhone 4 after I upgraded to the iPhone 4S, bringing her from an iPhone 3GS, which was also a hand-me-down a year ago. She liked it, because the phone was faster and better than her old one, but she's long said she doesn't want to get all my old stuff, even if it does save us money.

Emotions are important. If we did everything strictly by facts and data, we wouldn't have art and we wouldn't have entertainment. If someone feels like they always get hand-me-downs, they'll eventually get tired and frustrated and want something new, even if it costs them extra money. The youngest children in large families know a lot about how much always getting old stuff sucks. Sometimes it's not about always saving money by grinding your gadgets into the ground, and that's something to keep in mind.

So what should I, or another giver situation do? Be honest. Ask the receiver if actually do want the device, giving them the option of politely declining if they would rather have something new. Maybe they had their eye set on the new tablet or computer that you just got, and would have picked it up eventually. Most of the time they will probably take your gift graciously, but even then, it's nice that you took their feelings into consideration.

If you're the receiver

Since I'm often the guy with the new gadgets, I'm not in this position often, but I would probably feel the same way as much wife about receiving used gadgets, as in, I'd prefer something new. You might be in the same mindset, but let's once again get inside the other person's head.

Think about what it means for the other person to be giving you their used tech. Do you need it? Is it actually better than what you're currently using, even if it's slightly worn? If so, you should accept it and use it, at least temporarily.

With Gazelle and Amazon electronics trade-in being so fast and easy to use, the gift giver could have easily just traded in his gadgets for cash rather than giving it away for free. Try not to take their gesture for granted.

However, if you do accept, and eventually outgrow the gift, what do you do? Do you give the gift back to the original owner, saying that you appreciated the gift, and now you've got something else? Or do you just sell the thing to Gazelle yourself? Or maybe you find someone who's even worse off electronically than you and give it to them?

Milk thistle extract stops lung cancer in mice, study shows

ScienceDaily (Nov. 15, 2011) ? Tissue with wound-like conditions allows tumors to grow and spread. In mouse lung cancer cells, treatment with silibinin, a major component of milk thistle, removed the molecular billboards that signal these wound-like conditions and so stopped the spread of these lung cancers, according to a recent study published in the journal Molecular Carcinogenesis.

Though the natural extract has been used for more than 2,000 years, mostly to treat disorders of the liver and gallbladder, this is one of the first carefully controlled and reported studies to find benefit.

How it works

Basically, in a cell there can be a chain of signals, one leading to the next, to the next, and eventually to an end product. And so if you would like to eliminate an end product, you may look to break a link in the signaling chain that leads to it. The end products COX2 and iNOS are enzymes involved with the inflammatory response to perceived wounds -- both can aid tumor growth. Far upstream in the signaling chain that leads to these unwanted enzymes are STAT1 and STAT3. These transcription factors allow the blueprint of DNA to bind with proteins that continue the signal cascade, eventually leading to the production of harmful COX2 and iNOS.

Stop STAT1 and STAT3 and you break the chain that leads to COX2 and iNOS -- and the growth of lung tumors along with them.

"This relatively nontoxic substance -- a derivative of milk thistle, called silibinin -- was able to inhibit the upstream signals that lead to the expression of COX2 and iNOS," says Alpna Tyagi, PhD, of the University of Colorado Skaggs School of Pharmacy. Tyagi works in the lab of University of Colorado Cancer Center investigator Rajesh Agarwal, PhD.

In addition, Tyagi and collaborators compared the effects of silibinin to drugs currently in clinical trials for lung cancer. Would drugs that target other signaling pathways -- other linked chains -- similarly cut into the production of COX2 and iNOS?

It turned out that inhibiting the chains of JAK1/2 and MEK in combination and also inhibiting the signaling pathways of EGFR and NF-kB in combination blocked the ability of STAT1 and STAT3 to trap the energy they needed to eventually signal COX2 and iNOS production.

Compared to these multi-million dollar drugs, naturally-occurring silibinin blocked not only the expression of COX2 and iNOS, but also the migration of existing lung cancer cells.

"What we showed is that STAT1 and STAT3 may be promising therapeutic targets in the treatment of lung cancer, no matter how you target them," Tyagi says. "And also that naturally-derived products like silibinin may be as effective as today's best treatments."

You wouldn't think a giant like Lenovo would stop at just three (or four) Android tablets now, would you? In fact, a little birdie has informed us that said Chinese company will release a new 10.1-inch tablet by the end of the year, and unsurprisingly, Ice Cream Sandwich along with NVIDIA's Tegra 3 are on the menu. Other features include 2GB 1,600MHz DDR3 RAM, a standard USB host socket (covered by a not-so-elegant pop-out flap), a back-facing camera of unknown resolution, a "Special Fusion-Skin Body" and, most interestingly, a fingerprint scanner that apparently doubles as an optical joystick on the seemingly flat backside -- only time will tell whether this layout makes sense. Our source hasn't spilled any info on the dimensions and weight, but judging by the photos in our gallery, this 1.6GHz quad-core slate should be significantly thinner than the IdeaPad K1 or LePad sitting underneath.
