Opinion: Workplace-Giving Campaign's Shift to E-Giving Is Risky ...

A proposed overhaul of the Combined Federal Campaign, the U.S. government?s workplace charity drive, could significantly reduce contributions by over-emphasizing new technology, a Washington Post columnist writes.

The Office of Personnel Management plan, now under review by the Obama administration, calls for eliminating cash, check, and money-order contributions in favor of giving by electronic means.

Joe Davidson, who writes the Post?s Federal Diary column, says the proposal is aimed at streamlining CFC operations, but he notes that in 2011, only 22 percent of the $272-million pledged came from electronic giving. Mr. Davidson quotes charity leaders who are concerned about the impact of shifting to exclusively electronic giving.
